Guidelines For Shipping Commercial And Non-Commerical (Humanitarian) Goods To Haiti

Humanitarian Goods

For immediate shipments of humanitarian goods to Haiti, including those related to cholera, please consult the World Food Program Logistics Cluster website, which has the most up-to-date guidelines.

Non-Governmental Organizations (NGO)

For organizations seeking to ship duty-free goods to Haiti, please review the attached Customs Clearance Guidelines and Procedures. Non-Governmental Organizations (“NGOs”) must file the required paperwork with the Government of Haiti’s Ministry of Planning in order to qualify for tax exempt, duty-free status. Absent this, the Haitian Government will charge duty, regardless of whether the goods are destined for humanitarian or commercial purposes.

The Customs Memo also has information for NGOs who have already registered their status with the Government of Haiti.

Commercial exports

For information on exporting commercial merchandise to Haiti, please consult pp.21-28 of the U.S. Commercial Service Haiti Country Commercial Guide (PDF 769.53 kb), which provides detailed information on customs procedures and duty rates for commercial exports.
