On October 26-27, Daniel L Foote, Acting Assistant Secretary of State for International Narcotics and Law Enforcement Affairs (INL), traveled to Port-au-Prince, Haiti to meet with government officials and reaffirm the State Department’s unwavering support to the Haitian National Police (HNP). His itinerary included meetings with Haitian Prime Minister Jack Guy Lafontant, Minister of Justice Heidi Fortuné, and HNP Director General Gédéon.
INL assistance strengthens Haiti’s law enforcement capacity through training, equipment transfer, technical assistance, and infrastructure development. INL supports the deployment of HNP counter-narcotics unit (BLTS) officers to strategic points throughout Haiti, and provides technical assistance and equipment to further develop BLTS’s capability to effectively conduct and track operations and investigations. INL funded subject matter experts also provide training to strengthen other special units within the HNP such as SWAT, Crowd Control (UDMO and CIMO) and the prison system. In addition, INL supports the United Nations Mission for Justice Support in Haiti (MINUJUSTH) through police and corrections advisors, who work to build capacity of HNP officers.
